Peter Malpas has been following how the Labour Council's £1.6 million decked car park in Friday Street has been used.
In just under three months, Peter has found out from council figures that only 4.2% of car parking spaces on the upper deck have been used.

Often there are many spaces on the surface car park are available just as there was before the structure was built. And that supports our question, was it really needed?
-
An internal barrier on the ground level, not in the approved plans, frustrates surface level users accessing up to another 70 spaces beyond in a bid, Peter believes, to encourage more decked level usage.
Peter adds "as everyone knows, shoppers want to park close to the shops. I can't see halving the towns key shoppers car park by building on it that serves the councils own shop tenants is the wisest of retail moves."
