CHORLEY BOROUGH COUNCIL CONSERVATIVE STATEMENT
Our key priorities are:
-
Rebalancing investments so that rural areas benefit as well as urban.
-
Speed up the creation of a local plan to control housing developments.
-
Promote a more cautious approach to council borrowing.
We are the only opposition to Labour on the authority and we are concerned rural residents have been overlooked in the borough's recent investment programme.
The Labour administration has ignored the needs of those in our rural areas. Millions of pounds from housing developer contributions have gone only into the town centre - and hopefully, if we take power, we can put this right.
We are also concerned that some of the investments made by the council have been funded by borrowing.
The Labour Council has borrowed £33 million from the government to buy the TVS warehouse in Buckshaw Village. We do not think the residents of Chorley realised how much money the council owes on the investments they have made over the past few years.
We are calling for a rapid completion of a joint local plan being drawn up between Chorley, South Ribble and Preston which will dictate where housing development is located.
However, it is not due to be adopted until December 2023 – and the Borough is being left at the mercy of house builders. We need to get the local planning place, otherwise we are going to have developers coming along almost every day to make applications.

LANCASHIRE COUNTY CONSERVATIVE STATEMENT
End of restrictions in sight as the Covid-19 vaccine rollout continues across Lancashire
With your support at the local elections on Thursday 6th May, we can bounce back stronger than ever.
This has been a tough year for everyone and Conservatives at all levels of Government have been working hard supporting local businesses and individuals during this difficult time.
In Lancashire, over £373m worth of grants have been awarded to 34,584 businesses; £3.9m winter payments to support households particularly affected by Covid-19; £1m for 1,800+ additional top of the range laptops to support children’s home learning. And at the start of the pandemic, we purchased 1.8m extra items of PPE for frontline care workers.
12 community hubs and multiple testing stations were established, and we are presently seeing the largest ever vaccination programme. But we know much more needs to be done, so at the last budget meeting, Lancashire Conservatives agreed to an EXTRA:
- £10m for urgent Highways repairs
- £5m for more Flood prevention works
- £2m for Cycleways & Footpaths
- £500k for books & digital Library resources
- £496k towards an Environment and Climate Change Programme
- £400k extra for Youth organisations
And since then, we have approved a further £1.1m on Short Breaks for Children & Young People with Special Educational Needs and Disabilities, and increased funding for vital transport infrastructure projects totalling over a record £45m for next year alone.
We have not only been able to deliver additional schemes of support, but because of our strong financial position and careful management of your council tax, we can commit to an even more ambitious programme going forward.
The roll out of the vaccine has been phenomenal in Lancashire. That is all down to the hard work and dedication of our local NHS, supported by other public bodies. And now, there is light at the end of the tunnel.
So, it’s time to implement the plan for recovery – growing the economy, creating jobs and investing in services. And with your support at the forthcoming local elections, we can look forward to a brighter future.
Your Library safe with us
In September 2016, the previous Labour administration closed over a third of the County's Libraries. Thousands of people campaigned to keep them open, but they didn’t listen. Our pledge at the last election was to ‘Save Our Services’ and that is exactly what we have done.
Millions of pounds have been spent on new books; the IT equipment has been replaced; and online newspapers and magazines are now freely available. We have replaced the mobile library fleet, increased the number of Friends’ groups and provided invaluable support during the pandemic.
Libraries are at the heart of our communities and it was a dreadful decision when Labour chose to close them. We must never allow that to happen again.
Only the Conservatives can be trusted with your local services
In 2017, the Labour LibDem coalition left Lancashire County Council in a mess!
We overturned their £200m deficit, re-instated services they shut, and improved standards they failed - all whilst helping Lancashire recover from the pandemic.
Four years ago, Labour closed our libraries and museums, rural bus services were cut, our children’s services were failing and investment in roads had been slashed.
Conservatives have turned all that round and because we sorted out the finances, we can now build on our progress. We know there is still much more that needs to be done but with the vaccine rollout continuing, its time to put in place our plan for recovery – growing the economy, creating jobs, investing further in services.
Not only will we retain the services we have reinstated, we will boost our economy, back new companies, create apprenticeships, invest in our highways, continue to improve our schools and children’s services, develop youth services, drive standards up across our adult social care to support our most vulnerable and tackle climate change with more recycling and flood prevention schemes.
Don’t risk a return to Labour's poor financial management and vital local services closing.
You can trust Conservatives to deliver an ambitious future based on sound finances and improved services.

LANCASHIRE POLICE & CRIME COMMISSIONER CANDIDATE - ANDREW SNOWDEN
Listening to many of you, I know that despite the 20mph speed limit in some residential areas, there is mounting concern about speeding and especially near our schools.
As your Police & Crime Commissioner, I will work with the Lancashire Speed Partnership to crack down on speeding.
I will ensure that it is a police priority to enforce speed limits, so our roads are safer for drivers, cyclists and pedestrians.
We must reverse the trend of withdrawing access to the police in our towns and rural areas, so residents can physically access the police, to report crime and concerns over anti-social behaviour.
To do this, funds made available from central Government for more frontline police will be spent on more patrols and officers. I am determined to see more police put on the beat and a crack down on repeat offenders.
